Port some changes from libaom to test/encode_small_width_height_test.cc. 1. Include "config/avm_config.h" for the CONFIG_MULTITHREAD macro. 2. Include gtest/gtest.h last. 3. Change NULL to nullptr. 4. Add const to variables that are immutable after initialization. 5. Assert y_plane, u_plane, v_plane are allocated successfully.
