After choosing the number of classes of the WIENER_NONSEP frame-level filters, the loop restoration search refines them with optimize_frame_filters_with_rounding(), on one thread. This change skips that refinement at speed >= 4, through the new speed feature lpf_sf.skip_wienerns_frame_filter_rounding. STATS_CHANGED for speed >= 4.
