Add a show_in_attendee_list boolean field to UserProfile, defaulting to False. Users who opt in are included in the attendee list even when WAFER_PUBLIC_ATTENDEE_LIST is disabled.

Thank you for the feedback @drnlm ,and for pointing me to #792. I understand the concern now : allowing arbitrary users to opt in to a public list creates a spam vector, and a conference needs to be able to turn this off entirely.

My plan to address this:

• Add a new setting (e.g. WAFER_PUBLIC_ATTENDEE_LIST_OPT_IN) that defaults to False, so the opt-in feature is completely disabled unless a conference explicitly enables it.

• When the setting is False: the opt-in checkbox is hidden from the profile form, and opted-in users are not included in the attendee list.

• When True: the opt-in behaves as in the current PR.

Does this match what you had in mind? I also noticed you mentioned this depends on resolving #684 (the "Report Content" spam-handling feature). Should I hold this PR until #684 is addressed, or would the default-off setting be enough to move forward in the meantime?
