Change default simplex scaling to kSimplexScaleStrategyMaxValue #2609

The current (default) equilibration scaling risks scaling up small values in the matrix that are best left alone. It should be better to use max value scaling (simplex_scale_strategy = kSimplexScaleStrategyMaxValue = 4) by default, but it will (also) change the behaviour of the MIP solver, so needs regression testing.
