User curation page does not show content from across spaces #1362

Describe the bug

If an unverified user creates content within a space, the email that is sent to curators/administrators contains a link to the user curation page on the default space, which may not show the content that the user created.

To Reproduce

Steps to reproduce the behavior:

1. On an instance with multiple spaces, default_role set to unverified_user, create a new user account.
2. Go to a non-default space.
3. Create a resource.
4. As an administrator, check the email and click the "Click here to approve or reject this user" link.

Expected behavior

The unverified user should be listed with a link to the content they created, so the admin/curator can Approve/Reject them.

In reality, the list is blank (or contains other users).
