ci: provide Python required by compile-sketches on any runner - #37

compile-sketches pins an exact Python version (3.12.4) that actions/setup-python does not publish for Ubuntu 26.04, the current ubuntu-latest, breaking test-core on edge-main. Pre-seed the runner tool cache with a portable build of the pinned version via uv, so setup-python finds it regardless of the runner image release. Looks good for now! Later when upstream updates lets look back into this

Description
Issue : The CI uses a tool called compile-sketches., That tool only works with one exact Python version: 3.12.4.
Before it starts, the tool asks GitHub for that version & GitHub's newest Linux machines (Ubuntu 26.04) don't have a ready-made 3.12.4. So the request fails and the tests never start.
The fix :
Just before the tool runs, a new step, It reads which Python version the tool wants (today that's 3.12.4). and it downloads that version from a source whose builds run on any Linux and Puts it in the folder GitHub checks first.
When the tool then asks for 3.12.4, it finds it already there and carries on
Context:
This is a temporary workaround: CI fails because the upstream pillo79/compile-sketches action requires exactly Python 3.12.4, which GitHub's Ubuntu 26.04 runners don't provide, so the proper fix is upstream (changing python = "3.12.4"
to python = "~3.12"in its pyproject.toml), and this step can be removed once that lands.
