#87 merged into its old base, better-diagnostics, after #85 had already landed, so its commit never reached refactor. This re-lands it.

An option that belongs to other commands now names them, from the command
registry: `watch doesn't take '--json'. build, list and where do.` parseArgs
takes the command ids for that.

Every file path Rogen prints is native to the OS. Rogen keeps sources in POSIX
form internally, so diagnostics and the where, build and list JSON mixed `/` and
`\` on Windows; the conversion now happens once, where output is produced.
Instance paths and globs keep `/`, and where's text form no longer runs an
exclude glob through path.relative.
