Update GitHub Actions to their latest stable releases, with full commit hashes and matching version comments:
The other actions already use the latest releases. The toolchain action v2 uses Cargo's build.warnings setting instead of default RUSTFLAGS to deny warnings.
Validation: verified release tags and commit hashes through the GitHub API. Actionlint passes with ShellCheck disabled. Full actionlint reports an existing SC2046 warning in exhaustive.yml, also confirmed on the base commit.
