In environments with mixed datastores, when the VM gets created the System datastore assigned may not be compatible with the Image datastore that the disks will get (the VM gets created before the VM), causing the disk attach to fail.
The proposal to fix this consists on creating the VMs with the hold/pending status and report it as powered off. Not possible, can't attach disks to VMs in hold state, which will require a change to the OpenNebula core.
Such environment should not exist in the first place. Any given cluster should only contain Image and System Datastores that are compatible between them. Clusters outside this scope are not supported, so this issue won't be addressed for the time being.
