Why
The write hook can reject valid workflows when PATH selects an Actionlint installation that differs from the repository's Mise pin.
Changes
Resolve project Actionlint declarations through read-only Mise metadata and check the exact installed executable before running it.
Reject missing or ambiguous project installations without installing tools or selecting another version from PATH.
Keep inherited configuration and global selection behavior when the repository has no Actionlint declaration.
Validation
The native lint hook suite passes all 19 tests, including project selection, invalid workflow rejection, composite action input, configuration arguments, and refusal paths.
The lint selection rules pass all eight selected tests.
Strict Clippy passes for all targets of the affected packages.
The existing release inventory includes the new Kani harness and rejecting probes.
The proof campaign hasn't run.
