Add a button to populate a send entry with the wallet's available balance, while subtracting the transaction fee from the recipient amount. Account for other visible send entries and existing coin-control selections.\n\nExtend the Qt wallet test to verify the button populates the amount and enables fee subtraction.\n\nFixes RavenProject#1269
