Don't set KMP_DUPLICATE_LIB_OK environment variable in __init__.py

Proxsuite __init__.py set KMP_DUPLICATE_LIB_OK to True.
This has been done in the following PR

This is not a good default behavior because it can hide to user some linking issues.
We should remove this and test on Windows (pixi,cmeel,no package manage) if the issue still exist.
