Adds SlicerSPINEPS, a whole-spine segmentation extension wrapping SPINEPS
(https://github.com/Hendrik-code/spineps) for MRI (T2w, T1w, Vibe) and CT.
Produces a per-vertebra instance mask with anatomical labels plus a semantic
subregion mask. Installs its own dependencies, including a machine-matched
PyTorch build, so no extension dependency and no restart is needed before
first use. Requires Slicer 5.10+ (Python 3.12).
