[TASK] Name the second anchor form and raise the plugin version - #646

Since render-guides 0.47.0, a heading with several anchors has the others as <a id="anchor"></a> lines before it in the published Markdown. Step 1 of the writing skill says so, but its rule map and the style check still said that the anchor ends the heading. The plugin goes to version 0.2.0, as it now contains the skills typo3-docs-screenshot-review and typo3-docs-changelog. With the old version, an installed plugin may not offer the update.
