[TASK] Document RTE.editor in page TSconfig - #2149

The CKEditor manual sends readers to the RTE chapter of page TSconfig, but the chapter did not have the editor section. It now says how page TSconfig changes the preset: key by key, lists by position, nothing can be removed, and all values arrive as strings. The Core team recommends keeping the editor configuration in a preset. The behavior was tested with the configuration TYPO3 builds for the editor, on main, and read from the source of 13.4.
