feat(incubator): strike complicit tech, highlight ethical alternatives in challenge question - #588

…s in challenge question Split the challenge question into questionParts and render it through a new ChallengeQuestion component in the /monthly-challenge hero and the homepage popup: a tilted red strike through "complicit tech" and a green highlighter under "ethical alternatives". challenge.question is joined from the parts, so the meta description keeps the plain sentence and the popup no longer hardcodes its own copy.
