Update Node.js and require patched ca-certificates - #211

Bump Node.js to 22.23.4, which removes the compromised eMudhra intermediates from its bundled CA store. Fail the build if ca-certificates is older than 20250419+deb13u1 (DSA-6572-1), which distrusts the affected emSign and Comodo AAA roots. This also invalidates the cached apt layer so the fixed package is pulled from trixie-security.
