MB-72082: parallelize merge tasks execution only when using fast merge

• given that the underlying merge operations won't be expensive when fast merge is enabled, we can safely parallelize them without unbounded increase in memory usage.
• the only place where the memory usage can increase is when the merge operation falls back to using reconstruct + add which happens when the segment being merged isn't big enough
