Maintenance of softbinding-algorithm-list #76

Currently one of the main requirements for a watermarking algorithm to be included in the softbinding-algorithm-list.json list is to have a valid informational URL. The links are only checked during initial acceptance, there is no continuous validation mechanism for the persistence of the links.
