Ports the sync operator app from archive/prepaid-traffic-main at 086bea6 (originally #16, #17, #82) without the Scan client, the MemberTraffic store and the triggers. The participant stays for now; removing it is tracked in ChainSafe/canton-extending-mainnet#162. A unit test loads the app's config. Signed-off-by: sadiq1971 <sadiqurr8@gmail.com>

Summary: ports the sync operator app from the archive branch onto the new main, without the Scan client, the MemberTraffic store and the triggers. The app keeps its participant for now; removing the participant and the Scan client is planned in ChainSafe/canton-extending-mainnet#162.
