fix(ui): improve ui package typechecking

Description

This PR:

• Fixes a couple of thousand ts errors in UI test files by various fixs like pulling in the correct vitest types
• Makes test TS config not pull in entire clerk-js TS by using a small local shim
• Main one: Separates src and test TS-configs. A root config with empty files/include now points the src and test ones out as references instead, meaning they rely on each other, but act as separate projects

Compared to Electron, UI is a larger package, so keeping configs separate here makes more sense and merging them is harder.
