Technical Summary

Reads the permissions list from HQ's session_details response, which dimagi/commcare-hq#38173 adds, and has DebuggerController return 403 to users without edit_data.

DebuggerControllerTest covers both the permitted and denied cases. The session details parsing tests cover the new field.
