[ContiguousSegmentCollection] Add ContiguousSegmentCollectionProtocol #206
Description
Much of the API of ContiguousSegmentCollection is also needed on ContiguousSegmentCollection.Fragment.
Add a ContiguousSegmentCollectionProtocol which unifies the shared bits.
For example:
protocol ContiguousSegmentCollectionProtocol {
func segment(containing target: Metric) -> Segment?
...
}
