Migrate rector/jack to rector/swiss-knife

Jack was merged into swiss-knife. Replaces rector/jack with rector/swiss-knife (^2.7) in require-dev.

Dependency-raising now runs via vendor/bin/swiss-knife raise-to-installed (same job jack did). Ran it to bump 9 constraints to their installed versions:

• fidry/cpu-core-counter ^1.3 => ^1.4
• webmozart/assert ^2.4 => ^2.5
• phpstan/phpstan ^2.2 => ^2.3
• phpstan/phpstan-phpunit ^2.0.16 => ^2.1
• phpunit/phpunit ^13.3 => ^13.4
• rector/rector ^2.6 => ^2.7
• symplify/phpstan-rules ^14.12 => ^14.17
• tomasvotruba/class-leak ^2.1.7 => ^2.3
• tomasvotruba/type-coverage ^2.3 => ^2.5

Rector 2.7 flagged 5 useless @var tags (removed) and deprecated DeprecatedAnnotationToDeprecatedAttributeRector, now dropped from the withSkip() list since it is no longer registered.

phpstan, rector, check-cs, and phpunit (316 tests) all green.
