Add to developer guide on how to use clang-format and tidy

Add documentation to the developer guide describing how to

1. configure clang-tidy and clang-format
2. run these in Bazel Checks
3. scope it only to v2 folder
4. exclude a few folders from inspection

include some cmds for validation, formatting fixes and auto-run
