#51: Add agent guidance

Summary

• Add canonical root and version-specific AGENTS.md instructions with CLAUDE.md pointers.
• Document v1 and v2 native build, test, formatting, sanitizer, coverage, and symbol-isolation workflows.
• Document local SLC development with exaslct build, export, and focused run-db-test.
• Document the Lima fallback for hosts without Docker.
• Document SLC CI test registration, test-matrix discovery, and generated workflow ownership.
• Document v2 third-party dependency symbol-leak evaluation and mitigation strategies.

Validation

• Verified exaslct build, export, and run-db-test CLI options.
• Verified exaslc-ci get-test-matrix CLI options.
• Ran git diff --check.
• Confirmed generated SLC workflow files were not modified.
