[CMake] LSQUIC_SHARED_LIB and missing symbols

It's ok to build lsquic in both static and shared build thanks to LSQUIC_SHARED_LIB
However, the geenrated lsquic.vcxproj only declares link to:

<custom path>\zlib.lib
ws2_32.lib
kernel32.lib
user32.lib
gdi32.lib
winspool.lib
shell32.lib
ole32.lib
oleaut32.lib
uuid.lib
comdlg32.lib
advapi32.lib

And when building in LSQUIC_SHARED_LIB enabled, there are missing crypto symbols at the link stage.

It is fixed by manually adding

ssl.lib
crypto.lib

as linked libraries, either by full path (like zlib) or by adding some /LIBPATH

This project lacks a knowledgeable Windows maintainer. We gladly accept PRs, though!
