feat(cli): accept any Azure Key Vault host, as the SDKs do - #634
The CLI and GitHub Action no longer reject an Azure Key Vault vaultUrl because of its host or scheme. They now pass it to the Azure Key Vault client as written, as the Node.js, Python and .NET SDKs already do. The map file lives in the same repository as the code it configures, so whoever can change vaultUrl can already change the application; the host check added configuration (ENVILDER_ALLOWED_VAULT_HOSTS) without a matching security gain. The accepted risk is recorded in the changelogs.
Changes
core: remove AzureVaultUrlValidator (DEFAULT_VAULT_HOSTS, validateAzureVaultUrl); createAzureSecretProvider builds the SecretClient with the Azure client defaults, including challenge resource verification.
apps: drop InfrastructureOptions / AzureProviderOptions and the options argument of configureInfrastructure in the CLI and GHA startups; remove buildInfrastructureOptions and the ENVILDER_ALLOWED_VAULT_HOSTS variable from the CLI.
tests: remove the validator and env var tests; add a Startup test that a non-Key-Vault host is accepted; e2e Azure tests no longer pass extra hosts; drop the unused getVaultHost helper and the dev.env entry.
website: remove the https and host error entries from the troubleshooting list and the host list from the vaultUrl field description (en, ca, es).
docs: CLI and GHA changelog entries for 0.18.0, with the accepted risk under Security; version bumped to 0.18.0; GHA bundle rebuilt.
Testing
pnpm test passes (853 passed, 7 skipped)
pnpm lint passes (biome, tsc and secretlint run on the changed files; biome skips worktree paths when run through the script)
pnpm build:gha and pnpm verify:gha pass
Azure e2e tests in e2e/cli.test.ts and e2e/gha.test.ts pass against LocalStack for Azure (6 passed)

Summary by CodeRabbit
Changes
Azure Key Vault URLs are now passed to the Azure client without local HTTPS or approved-host checks. Malformed or HTTP URLs may fail with an error from the client.
The ENVILDER_ALLOWED_VAULT_HOSTS setting is no longer supported.
Azure credentials may be sent to the host specified in the map file. Review changes to vaultUrl and --vault-url as code changes.
Documentation
Updated CLI, GitHub Actions, and map-file guidance to reflect the URL handling changes and related credential risks.
The CLI and Action rejected a vaultUrl unless it used https:// and an
Azure Key Vault domain, and read ENVILDER_ALLOWED_VAULT_HOSTS to widen
that list. The Node.js, Python and .NET SDKs pass the URL to the Azure
client as written. The map file lives with the code it configures, so
whoever can change it can already change the application; the host
check added configuration without a matching security gain.
Remove the validator, the environment variable and the infrastructure
options that carried them, and use the Azure client's default challenge
resource verification. Record the change and the accepted risk in the
CLI and Action changelogs and bump the version to 0.18.0.

The CLI and Action no longer validate Azure Key Vault URL schemes or hosts before configuring the Azure client. Infrastructure options for allowed vault hosts were removed. Tests and documentation were updated to reflect the changed URL handling.
Infrastructure configuration no longer accepts Azure validation options. The Azure provider passes the configured URL to SecretClient without CLI-side scheme or host validation or an explicit disableChallengeResourceVerification setting. The ENVILDER_ALLOWED_VAULT_HOSTS setting and validator were removed.
Tests no longer provide or expect allowed vault host options. A provider test configures https://vault.example.com and expects a secret provider. The LocalStack helper no longer exposes a separate vault host.
Update release and vault URL documentation docs/changelogs/{cli,gha}.md, src/website/src/components/DocsArticle.astro, src/website/src/i18n/*, package.json
The 0.18.0 changelogs describe URL handling without CLI-side scheme and host checks. The CLI changelog notes that credentials may be sent to the host specified by vaultUrl and advises reviewing URL changes. Website validation messages and host requirements were removed; the package version changes to 0.18.0.
macalbert/envilder#631: Changes Azure vault URL validation in the SDKs, including HTTPS and host restrictions; this PR removes similar validation from the CLI and Action.

Explanation
The PR changes runtime behavior in src/envilder/, including removal of Azure URL validation and infrastructure options. It also changes files under tests/ and e2e/: Startup.test.ts adds coverage for a non-Azure host, and the CLI and Azure E2E tests update the new configuration path. The explicit failure condition does not apply.

Explanation
The root package version changes from 0.17.1 to 0.18.0. The docs changelog index maps the root npm package to the CLI changelog, and this PR adds a 0.18.0 entry in docs/changelogs/cli.md. It also adds the corresponding GitHub Action entry in docs/changelogs/gha.md. No governed SDK or action version field changes.

Remove the obsolete vault URL restriction from the Action error text.
The release notes remove the CLI and Action host and scheme allowlists, but this string still says the Action URL must use HTTPS and a .vault.azure.net host. This gives users an obsolete restriction and contradicts the changed behavior. Update it to describe validation by the Azure client instead. As per path instructions, apply the same correction in ca.ts and es.ts. (raw.githubusercontent.com)

The Action no longer checks the vault URL host, so the troubleshooting
text points to the vault URI instead. The changelog's accepted-risk note
also covers the vault-url input, which overrides the map file.
