Devise systemd.path example to run `splat build` on file changed in provided path

Scenario:

• Add images from the go to (existing) sub-folder via webdav.
• systemd.path watches that path and registers a change, calls splat build
• splat build rebuilds the static site.
• updated static site is available.

Thanks for the suggestion, that is indeed a nice, low-resource way to have watch functionality without making it a built-in feature. Are you gonna come up with an example? If not, I'd take care tomorrow.
