fix(theme-classic): show a new announcement bar id on first load - #12834
The inline script that runs before hydration set data-announcement-bar-initially-dismissed from the stored dismiss flag alone. When a site shipped a new announcementBar.id, users who had dismissed the previous bar still got true, so the CSS hid the new bar until the next page load.
The script now also compares the stored docusaurus.announcement.id with the configured id, and only treats the bar as dismissed when they match. getAnnouncementBarInlineScript takes the id from themeConfig.announcementBar.id.
Added tests that run the generated script against a fake localStorage: same id stays dismissed, a changed id is not dismissed, and a first visit is not dismissed. The changed-id test fails without the change and passes with it.

If dismissal information is unavailable or browser storage cannot be read, the announcement bar is treated as not dismissed.
