Small touch-ups.

Do you know if the missing files are an error or intentional? It would be really odd for them to drop C-12/13 in TENDL-2019.

I presume it is just a quack in the migration from PSI to Imperial

That's a bit disturbing. I personally don't like mixing release libraries. Does anyone have a contact at Imperial? If all else fails I would roll back to using web archive.

In applications, perfectly fine mixing.
In this type of situation (official release) I agree, not mixing (or pivoting in the release) is best.

I checked these, C13, O17, both TENDL-2017, TENDL-2019 are all using ENDF/B-VIII.0
So TENDL-2017 <> TENDL2019 in this case doesn't matter.
I think it would actually be most logical and defensible to switch to ENDF/B-VIII.0
