Add first-use expansions for CLI, IAM, VPC, ARN, OIDC, STS, CIDR, KMS,
ECR, and FIPS acronyms across ROSA HCP install modules. Uses the
{rosa-cli-first}, {oc-first}, and {sts-first} attributes where applicable.
