Add the display name and the Responses-compatible fallback row for gpt-6.1-sol. Treat it like GPT-6 Astra in the capability inference: its API reasoning effort is low, medium, high, xhigh or max, with no off. Extend the discovery and wire tests to cover the new ID, including a Responses request with a function tool, max reasoning effort and explicit caching.

This PR adds GPT-6.1 Sol to direct OpenAI model lists, so users can select it by name whether OpenAI's live model list loads or the app falls back to its built-in list.
The model offers five reasoning levels: low, medium, high, extra high, and max. OpenAI does not accept "off" for this model, so the app no longer offers it. GPT-6.1 Sol shares the existing GPT-6 Astra reasoning rule and its documented context and output limits.
Other providers that use the same OpenAI reasoning rules also stop offering "off" for GPT-6.1 Sol, but this PR does not add the model to those providers' lists.
