Removes the custom CodeQL workflow (
.github/workflows/codeql.yml) so GitHub CodeQL defaults can run and pull requests are no longer blocked by the advanced setting.A later discussion will decide whether advanced settings should be set up for this and other procore-oss repos, or whether the default is fine.
No documentation or changelog update is required for this workflow removal.
