Set signing_keys on packages when they are uploaded #1466

Currently, the signing_keys field on packages is only populated when a package is signed by pulp_deb. It is not set for packages that are signed outside of Pulp, and then synced or uploaded into Pulp.

This change would mirror the one in pulp_rpm.
