Improve grading page with filter and page preservation - #4525
This PR adds support for preserving filters (in filter mode) and page navigation in the URL, as a query parameter. Currently, the state is stored in Redux for some things (i.e. filters, grouping and sorting), while some others like page navigation and size is limited to the grading table page component only. This meant that refreshing (for Redux) or navigating away (for component state) will reset the view, and this is rather inconvenient if you are looking for specific things or submissions.
As such, the filters and sorting, as well as page size and number, will be kept track in the browser URL as a query parameter, so that it survives refreshes and navigation, and is also sharable to other users. The only issue is that parameters not modified or adjusted by the user will stick to the default, and the default for some fields can be different depending on the type of user (e.g. the default submission group view), but that is a minor issue as it will still show the correct setting in the table itself for the viewer.
This PR also fixes a bug where loading submissions after the initial load right away would show no submissions, even though the request has been sent out, waiting until the filtered results are back and then updating the view. That is now replaced with a spinner similar to page navigation, instead of a no submission warning with no visible loading progress.

How to test
Visit the grading table page, and try to apply some filters and sorting, as well as navigation. You will see that upon return after navigation or refreshing the page, the filter is kept and the results are based on the filters.

New Features
Grading-table page, page size, sorting, display options, and column filters are reflected in the URL, so table state can be shared and restored. Unrelated URL parameters are preserved.
Bug Fixes
Grading-overview loading indicators now remain accurate when a request or its processing fails.
The table resets to a valid page when filtering or changing results leaves the current page out of range.
The grading page now stores pagination, display options, sorting, and filters in URL parameters. The table restores and updates this state and handles out-of-range pages. Grading-overview fetch handlers now balance request-counter updates around fetch and processing, including when errors occur.

Summary
URL parameter parsing and updates src/features/grading/gradingTableParams.ts, src/features/grading/gradingTableParams.test.ts
Utilities define supported grading-table parameters, parse URL state, and apply changes while preserving unrelated parameters. Tests cover parsing, updating, and round-tripping.
URL state hook and page integration src/pages/academy/grading/useGradingTableParams.ts, src/pages/academy/grading/Grading.tsx, src/pages/academy/grading/subcomponents/GradingSortIcon.tsx
The hook reads URL state and replaces the search string when parameters change. The grading page and sort icon use URL-backed settings, including the group filter and sort state.
Table filters and page handling src/pages/academy/grading/subcomponents/GradingSubmissionsTable.tsx
The table uses URL-backed page and filter state, avoids duplicate filters, and resets out-of-range pages around fetching and loading changes.
The mock and saga handlers balance request-counter updates around fetching and overview processing, including when either path throws. The grading page removes its previous counter dispatches.
Graders who open a submission and click Return land on the default table instead of the filtered, sorted view they left. This undercuts the feature's goal of preserving the view across navigation. The sort icon can also briefly show the wrong direction after URL-driven changes. Carry the search string through both navigations before merging.

Prevent obsolete fetches from replacing URL-backed results.
When a grader changes sort while a fetch is pending, the table can send requests for both sort states. The overview saga handles concurrent requests and writes every successful response to gradingOverviews. If the older response finishes last, the table shows results that do not match the URL. Cancel obsolete requests or check request identity before updating the store. (raw.githubusercontent.com)
Based on learnings, URL-driven async fetches need cancellation, result tagging, or a current-input check.
