Workflow paths filters caused data validation and page rebuilds to be skipped on PRs/pushes that only touched HTML or other non-listed files. Removing the filters ensures all PRs trigger validation and all merges to main trigger a rebuild.

Changes

• validate-events.yml — removed paths from pull_request trigger; added workflow_dispatch for manual runs
• sync-events.yml — removed paths from push trigger (already had workflow_dispatch)
