Motivation

Deploy the Rsbuild documentation to Zephyr Cloud from CI, with stable releases promoting the website to the Rstack production environment.

Changes

Add the Rspress Zephyr plugin with a web target and a website-local Zephyr config selecting the Rstack organization. A dedicated workflow deploys main builds; successful latest npm releases from main build the exact released commit with ZE_ENV=production. Both jobs use the ZE_CI_TOKEN repository secret only for the website build. Zephyr requires a production application tag and environment associated with this identity to serve the production deployment.

Verified locally with workspace and website builds, actionlint, formatting check, and an HTTP 200 response from the earlier Zephyr deployment. The final production-targeted workflow has not run yet.

Resolved pnpm-lock.yaml conflict by taking upstream version and regenerating with pnpm install.
